It seems almost all payment systems in Eastern Europe are unable to accept transactions- I wonder if this has anything to do with the cyber warfare the Russians have been practicing??

Oh well. I was actually hoping that was the case. All of the payment systems of all these sites are down. The only other conclusion is that the authorities are pressuring the CC companies to reject payments to companies selling cigarettes from Europe. There have been some rumors to this effect recently.  
 
Are there any plans to get another method of payment going??

Any good news on the horizon? These domestic cigs are terrible.  

From what I've researched, it seems that Phillip Morris has filed a complaint with the Federal Trade Commission over trade mark infringement or something like that and has evidently caused the credit card companies to pull out. I'm not sure that's it but it seems as though it could be the reason. Of course the US Government has been trying to stop imports because it takes away from their cash cow (cig tax) so they probably coerced Phillip Morris into filing. It's a shame too because the US domestic cigs are terrible because they have so many chemicals in the tobacco thanks to the USDA. Hell, that has to be the reason the cancer rate is so high in the US.
